ABSTRACT

Romania faced one of the most dramatic transitions from authoritarian communism to become a democracy and a member of the North-Atlantic Treaty Organization (NATO) and the European Union (EU). The backbone of building a democratic society has been civilian control of the military. This article briefly describes the norms and institutions of democratic control of the intelligence services in Romania and assesses how the mechanisms of democratic control have worked in practice after almost three decades of reform. We argue that many of the post-1989 reforms have been only superficial implemented and monitored, particularly after Romania joined NATO and the EU. The article concludes that the democratic control of intelligence in Romania is an unfinished business. There are structural shortcomings embedded in the process of democracy consolidation that need to be addressed.  相似文献

Using recent econometric techniques based on fractional integration, we find that developing countries recover their economic growth faster than developed countries in response to a shock. Following this methodology, we find that longer civil conflicts are associated with a faster recovery process. We further investigate this issue by exploring correlations with components of GDP, military spending, institutions and aid and find heterogeneous effects of these channels by duration of conflict. Higher government spending is correlated with faster recoveries post longer conflicts, and higher consumption spending is linked to faster recoveries following shorter conflicts. Military spending appears to be driving the government expenditure that makes countries recover from longer conflicts. More democratic institutions are associated with faster recoveries post short wars but slower recoveries following long wars.  相似文献

Abstract

Contemporary development assistance often takes the form of subcontracted state-building. Foreign donors hire for-profit firms to provide services and to improve or create institutions in developing countries, particularly those experiencing internal conflict. This arrangement creates two counterproductive dynamics: first, it introduces agency problems between donors, recipient states, subcontractors, and citizens; and second, it undermines the long-run development of domestic bureaucratic capacity by creating disincentives for the host government to invest. These dynamics hinder, rather than foster, the legitimacy of state institutions. This paper summarizes trends in external support to state-building since the 1970s and illustrates subcontracted state-building with examples from Colombia.  相似文献

The existing guidelines for security sector reform (SSR) tend to draw on theoretical work in the field of civil–military relations, which in turn has been derived from Western, liberal democratic models of governance. Although guidelines strongly advise that local culture and context need to be considered when drawing up objectives for post-conflict SSR programmes, this is not often reflected in practice. This article considers some of the reasons for this, citing both in-country challenges and donor-related issues, and suggests that one of the biggest problems is a lack of alternative, non-orthodox models of civil–military relations to draw upon. It is further suggested that elements of suitable alternative models may be found in states which possess political structures not entirely dissimilar to the Western, liberal democratic ideal, but which can offer different perspectives. Detailed research of these structures should produce a pool of sub-models which could then be employed to create bespoke, culturally appropriate objectives for use in post-conflict SSR programmes.  相似文献

Jacques Maritain (1882–1973) is widely recognized as one of the foremost Catholic philosophers of modern times. He wrote groundbreaking works in all branches of philosophy. For a period of about 10 years, beginning in 1933, he discussed matters relating to war and ethics. Writing initially about Gandhi, whose strategy of non-violence he sought to incorporate within a Christian conception of political action, Maritain proceeded to comment more specifically on the religious aspects of armed force in “On Holy War,” an essay about the civil war then ongoing in Spain (1936–1939). After the outbreak of World War II in September 1939, Maritain penned a series of essays that sought to explain why the Anglo–French declarations of war were warranted on Christian just war principles. While the secondary literature on Maritain’s thought is extensive, thus far there has been little systematic exploration of his writings on war. In what follows I seek to remedy this lacuna, by examining how he conceptualized just war in the three phases outlined above.  相似文献

This paper extends the joint product model of military alliances to apply to the new strategic doctrine adopted by NATO in the 1990s. In particular, a choice must be made between protecting one's own territory and pooling forces for an alliancewide rapid reaction force. This new model accounts for a host of externalities and their implications for burden sharing, full financing, and allocative efficiency. The Pigouvian taxes that adjust for force thinning and attack deflection are shown to finance optimal border‐protecting forces under a variety of circumstances. Second‐best considerations arise owing to the pure publicness of rapid reaction forces. The ideal toll arrangement does not currently characterize NATO financing, nor is it likely to do so.  相似文献

The paper examines the impact of civil wars on income per-capita growth at home and in neighbors for four regional groupings of countries: Africa, Asia, Latin America, and a pooled Asian and Latin American sample. Both macroeconomic and civil-war influences on growth differ by region. With the use of a distance measure, we demonstrate that the spatial reach from the negative consequences of a civil war are region and time period specific. Generally, there was less dispersion in Africa than in Asia and Latin America. Moreover, Africa demonstrates a greater ability to recover from the adverse effects of civil wars than the other regions tested.  相似文献

During the Nigerian Civil War (1967–1970), France chose to support Biafra, but only on a limited scale, providing mercenaries and obsolete weaponry to Ojukwu's regime. General Charles de Gaulle's assistance to Ojukwu was conditioned by the French military drawdown after 1961, the increased power of French secret services on the continent, and the interventions in Katanga (1960–1963), Gabon (1964) and Chad (1968–1972). France supported Biafra primarily to protect its former colonies from Nigeria, stop Soviet subversion and acquire an economic foothold in the oil-rich Niger Delta. De Gaulle chose a limited strategy for two reasons. If Biafra won the war, France would be Biafra's greatest ally. If Nigeria won the war, France could extricate itself from the situation relatively easily and re-establish relations with the Nigerian government, which is what ultimately occurred.  相似文献

ABSTRACT

The complicated problematic of Imperial Policing in many respects still comes down to the principle of minimum force, and much of what we consider an integral part of the modern doctrine of counterinsurgency, is perceived as by-product of post-1945 colonial experience. Charles Gwynn wrote about it in his still underestimated text-book on internal security, ‘Imperial Policing’. As a result, there is a lack of clear understanding how colonial (based on local experience) knowledge was transformed into the expert (universal, transferable) knowledge in confronting rebellions at the doctrinal level. This article examines the work of Gwynn as part of a transitional stage from the age of global empires to the age of nuclear superpowers within the context of internal security doctrine. Adaptation to the new realities during the interwar period and after the World War II – reconfiguration of the British army epistemological system in confronting insurgencies – was a hard process. In this sense, the question about transformation of colonial knowledge into expert knowledge onto the field of internal security is a part of a more general and sensitive question about transition from colonialism to the post-colonial age.  相似文献
